If we equip a Cost-3 Energy Regen Echo on Qiuyuan, his personal damage decreases, and he can no longer perform his fast rotation in the second or third cycle. This is because it desynchronizes with Shorekeeper’s Liberation cooldown: you re-enter Shorekeeper while her Liberation is still unavailable, resulting in more wasted time than what is shown in the table. Even using Cost-3 Energy Regen to push him up to around 160% Energy Regen is still not enough to reliably sustain the fast rotation in the second or third cycle.
