Phoebe’s best build revolves around her signature weapon, fully unlocked talents, and strong Echo rolls. This setup is very hard to achieve, but it sets the standard for her peak performance. To push beyond this would require near-perfect Echo stats, which is rare for most players.
The example build assumes 5 Echoes rolled with:
– Crit Rate 8.1%
– Crit DMG 16.2%
– ATK 8.6%
– Heavy Attack DMG Bonus 8.6%
Phoebe’s weapon provides a large amount of Crit Rate, and the Eternal Radiance set adds another 20%. With these together, Crit Rate is never an issue if you use her signature or any other Crit Rate weapon. The 100% Crit Rate shown in the optimal build table comes from her weapon, the Eternal Radiance set effect, and 8.6% Crit Rate on each Echo. In reality, you do not need to hit a full 100%, especially if Shorekeeper is in the team. Note: the Cost-4 Echo in this setup is Crit DMG, not Crit Rate. Never use Cost-4 Crit Rate on Phoebe if her weapon already provides Crit Rate, unless your Echoes have absolutely no Crit Rate, which is practically impossible.
For smooth rotations, 125% Energy is ideal. If you cannot reach this, you can solve the issue by adjusting Liberation timing. Phoebe does not rely on her Liberation to amplify her damage. The hit itself contributes, but it does not buff her later attacks. In practice, you can use Liberation at the beginning of her first rotation. In the second rotation, Liberation may not be ready, so simply continue your sequence, and in most cases it will come back after her second Heavy Attack Starflash. By the third rotation, you can use it at the end. Even so, aim for 125% Energy when possible for the best consistency.
As a DPS, always use Spectro DMG Bonus on both Cost-3 Echoes. As a sub-DPS, her personal damage contribution is lower, so this is less critical. If you have one Spectro and one ATK with strong substats, it is fine to keep them. But if both are ATK, replace at least one with Spectro.
Phoebe’s main source of damage is her Heavy Attack, not Basic Attacks. While she does perform some Basics in her rotation, and her signature weapon buffs them, the Heavy Attack is still where most of her damage comes from.
For Echo placement, Capitaneus is better in the main slot than the Cost-4, since it provides both Spectro DMG Bonus and Heavy Attack DMG Bonus. The two Cost-1 Echoes should always be ATK.
Set Commentary:
The Eternal Radiance set is Phoebe’s best option. It provides her with 20% Crit Rate and Spectro DMG, both of which are perfect for her role. The Crit Rate from the set makes balancing stats much easier, and it pairs naturally with her Crit-focused weapon.
